It is intentional sexual contact, characterized by the use of force, physical threat or abuse of authority or when the victim does not or cannot consent. This command will act on all reports of sexual assault. First and foremost, victims will be treated with dignity, fairness, and respect. Victims will have access to medical care, counseling, and victim advocacy.
